TOKEN eases the adoption of Distributed Ledger Technologies (DLTs) as drivers for far more open, transparent, trusted and efficient public services.
Launched in January 2020, TOKEN (Transformative Impact Of Blockchain Technologies in Public Services) is an EU Horizon 2020 funded project whose ultimate goal is to develop an experimental ecosystem to enable the adoption of DLTs as a driver for the transformation of public services towards an open and collaborative government approach with trust, transparency and efficiency at the core. During the 32 months of the project, the ecosystem is developed and its value proven through four highly replicable use cases common to many European public administrations.
The Pioneer Use Cases (PUCs) tackle the following issues
Public Funding Distribution: Improving grant distribution via competitive open calls through reduced administrative burden, increased transparency, and complementarity.
Public Accounts Management: Simplifying public procurement by incorporating blockchain into active projects, saving time and costs while increasing trust.
Urban Logistics: Making urban mobility more efficient, increasing customer satisfaction, and reducing congestion.
Data Valorisation Services: Transparent evaluation and valorization of third-party data usage
Demos Helsinki is responsible for the TOKEN Policy Observatory, a gathering of practitioners, policy-makers, civil servants, thinkers and researchers that together are envisioning the societal role of DLT in government and what this means in terms of policy. The co-created policy learnings are based on the social and public innovation initiatives within TOKEN – the use cases – and will also form a core part of the Toolkit for policy-makers produced at the end of the project.
